China: Administrative Measures on Import and Export Food Safety - Decree 249 Revised Administrative Measures on Import and Export Food Safety (GACC Degree 249) will enter into force on January 1, 2022, covering a broad range of requirements on food exports to China including overseas facilities registration, record filing by importers and exporters, quarantine and inspection, and product labeling among others. China notified the revised measures to the WTO SPS Committee on November 12, 2020 as G/SPS/N/CHN/1191. Upon implementation, the measures will replace AQSIQ Decree 144 of the same title as well as the AQSIQ decrees regulating the import and export of meat, dairy, and aquatic products, and honey. his report provides an unofficial translation of Decree 249.
China: Draft Voluntary Group Standard for Plant-Based Food The Chinese Institute of Food Science and Technology released a group standard, the General Standard for Plant-based Food (Draft for Comments), for public comment on April 8, 2021. The standard provides definitions, categorization, basic requirements, and labeling rules for plant-based foods. Public comments can be sent to zhanxiaoqingok@163.com and are due by May 10, 2021. This report provides an unofficial translation of the draft standard.
Canada: High-Value Exports Reach Highest Level Since 2016 Despite COVID-19 challenges, Canada remained a leading destination for U.S. agricultural exports in 2020, with high-value food and beverage exports to Canada reaching $17 billion. Pet food and tree nut exports were among the categories that set new record highs in 2020. Reflecting the diversity of trade with Canada, U.S. exports to Canada exceeded $100 million in 43 different categories, led by prepared foods, fresh fruits, and fresh vegetables.
Total Latvian wheat, rye, mixed grains, triticale, barley, corn, and oat production in marketing year (MY) 2021/22 is forecast at 3.2 million metric tons (MMT), a 7.4-percent decrease from MY 2020/21. After bumper crops in MY 2020/21, Post anticipates a return to more average production levels for all grains. Chilly spring weather conditions have slowed plant development. In MY 2020/21, Latvian wheat exports will exceed last year's levels. During first seven months of MY 2020/21, wheat exports reached 2.3 MMT, 19 percent above the previous year. High international grain prices motivated Latvian exporters to increase sales to African and the Middle East in MY 2020/21.
Nigeria's sugar industry is facing serious challenges despite efforts by the Government of Nigeria (GON) to create self-sufficiency in sugar production and reduce raw sugar imports. Entrenched interests in the sugar value chain are largely responsible for Nigeria's sugar production crisis.
U.S. and Panamanian importers and exporters should know that rules of origin requirements for food and agricultural products are enforced by Panama's customs authorities. Those seeking to take advantage of the tariff benefits stemming from the U.S. – Panama Trade Promotion Agreement (TPA) should ensure their products comply with these requirements to avoid fines and back duty assessments.
