| The following Global Agricultural Information Network (GAIN) reports were released on Thursday, May 13, 2021.
On April 20, 2021, the Brazilian Ministry of Agriculture, Livestock, and Supply (MAPA) announced the Sectoral Plan for Climate Change Adaptation and Low Carbon Emission in Agriculture Seeking Sustainable Development (2020-2030), called ABC+. The plan builds on a previous edition (ABC 2010-2020) and seeks to consolidate Brazilian agriculture on the basis of sustainable, resilient, and productive systems. MAPA sees the ABC+ Plan as an instrument that promotes sustainable agriculture through strategies of adaptation and mitigation of greenhouse gas emissions. A forthcoming document that will set the actions and quantitative goals for the Plan will be released in the third quarter of 2021.
On April 20, Japan's Ministry of Agriculture, Forestry, and Fisheries (MAFF) amended the handling procedures for feed and feed additive products derived from the crossbreeding of genome edited varieties previously notified to MAFF with conventional varieties, other previously notified genome edited varieties, and genetically engineered products for which MAFF has granted feed safety approval. MAFF no longer expects developers of these products to undergo MAFF's consultation process for genome edited feed and feed additive products. MAFF made this revision following a public comment period that closed on March 5.
Romania: HPAI Confirmed on a Commercial Romanian Poultry Farm Romania's Institute for Diagnosis and Animal Health (IDAH) confirmed on May 6, 2021, an outbreak of highly pathogenic avian influenza (HPAI) on a commercial poultry farm located in central Romania. The Romanian Veterinary and Food Safety National Authority (ANSVSA) took action to limit the spread. Although HPAI has been detected among wild Romanian birds so far this year, this marks the country's first commercial outbreak of 2021.
Russia: Draft Amendments to EAEU Regulation on Food Labeling Notified to WTO Russia notified the World Trade Organization (WTO) of draft amendments to the Eurasian Economic Union (EAEU) Technical Regulation (TR) on Food Products Labeling via G/TBT/N/RUS/113 and G/TBT/N/RUS/116. The draft measure aims to update the TR based on the results of its application, as well as harmonize it with some EU and Codex documents on food labeling. The public comment period for the draft will close on June 24, 2021. Interested U.S. parties are encouraged to share their comments and concerns with the National Institute of Standards and Technology at ncsci@nist.gov. Russia: Draft Amendments to EAEU Regulation on Packaging Notified to WTO On April 12, 2021, Russia notified the World Trade Organization (WTO) of draft amendments to the Eurasian Economic Union (EAEU) Technical Regulation (TR) on Safety of Packaging via G/TBT/N/RUS/112. The draft measure would harmonize the TR with the requirements of the EU directives against the use of single-use plastic products. The public comment period for the draft will close on June 23, 2021. Interested U.S. parties are encouraged to share their comments and concerns with the National Institute of Standards and Technology at ncsci@nist.gov. Singapore: Singapore Announces New Nutri-Grade Labeling and Advertising Regulations Singapore is seeking feedback and/or comments from stakeholders on draft amendments to labeling and advertising requirements for "Nutri-Grade beverages" sold in Singapore. The new requirements would take effect on June 30, 2022.
Taiwan: Oilseeds and Products Annual Taiwan's soybean imports are projected to reach 2.66 million metric tons (MMT) in marketing year (MY) 2021/22 after an expected decline in MY 2020/21 to 2.56 MMT. Stocks are trending downward to 112,000 MT and 87,000 MT in MY 2020/21 and 2021/22, respectively, as a result of reduced imports. With Taiwan's success in controlling the COVID pandemic, most normal economic activity resumed from Q2 2020 onward. Soybean crush, meal, and oil consumption levels were all balanced by higher domestic consumption resulting from the lack of international travel but also the lack of foreign visitors to Taiwan. Food use and feed remains stable, as livestock expansion is constrained by overall economic growth. With COVID-19's impact on logistics, containerized shipping from the United States faces additional challenges during the U.S. harvest season in MY 2020/21, likely leading to a decrease in U.S. soybean market share.
